Implementasi Model Asset-Based Community Development-Community Based Tourism (ABCD-CBT) pada Revitalisasi Wisata Jati Indah Desa Bangunrejo

Abstract. Village tourism revitalization has become an important strategy for promoting community-based development and strengthening local economies. However, many initiatives remain constrained by limited community participation, weak institutional collaboration, and the underutilization of local assets. Previous studies have conceptually proposed that Asset-Based Community Development (ABCD) can provide the operational foundation for Community-Based Tourism (CBT), yet empirical validation of this relationship remains limited. This study aims to provide empirical validation of the ABCD-CBT conceptual model through the revitalization of Jati Indah Tourism Village in Bangunrejo Village, Ngawi Regency. Employing a qualitative case study, the research examines how the five stages of ABCD, namely Discovery, Dream, Design, Define, and Destiny, were implemented to operationalize CBT principles. Data were generated through participatory community assistance involving village government, Village-Owned Enterprises, tourism awareness groups, youth organizations, local entrepreneurs, and community leaders. The findings demonstrate that the Discovery stage successfully identified interconnected natural, human, social, cultural, economic, and institutional assets as the foundation for collective action. The Dream stage established realistic development priorities through a Low Hanging Fruit analysis, while the Design stage translated these priorities into integrated spatial and local economic planning supported by Leaky Bucket Analysis. The Define and Destiny stages generated tangible outcomes, including community participation, visual revitalization of the tourism area, local economic circulation through the Bazar Panganan Ndeso, and strengthened institutional collaboration. These findings provide initial empirical evidence that ABCD functions as an operational mechanism capable of translating community assets into the core principles of CBT. The study contributes to bridging the gap between the conceptual proposition of ABCD-CBT integration and its practical implementation in community-based tourism development while offering a replicable framework for sustainable rural tourism revitalization

Abstrak. Revitalisasi desa wisata menjadi salah satu strategi penting dalam mendorong pembangunan berbasis masyarakat sekaligus memperkuat perekonomian lokal. Namun, berbagai program pengembangan masih menghadapi kendala berupa rendahnya partisipasi masyarakat, lemahnya kolaborasi kelembagaan, dan belum optimalnya pemanfaatan aset lokal. Meskipun hubungan antara Asset-Based Community Development (ABCD) dan Community-Based Tourism (CBT) telah diajukan secara konseptual, bukti empiris mengenai operasionalisasi hubungan tersebut masih terbatas. Penelitian ini bertujuan memberikan validasi empiris terhadap model konseptual ABCD-CBT melalui revitalisasi Wisata Jati Indah di Desa Bangunrejo, Kabupaten Ngawi. Penelitian menggunakan pendekatan kualitatif dengan strategi studi kasus yang mengkaji implementasi lima tahapan ABCD, yaitu Discovery, Dream, Design, Define, dan Destiny dalam mendukung prinsip-prinsip CBT. Data diperoleh melalui proses pendampingan partisipatif yang melibatkan pemerintah desa, Badan Usaha Milik Desa, Kelompok Sadar Wisata, Karang Taruna, pelaku usaha lokal, dan tokoh masyarakat. Hasil penelitian menunjukkan bahwa tahap Discovery berhasil mengidentifikasi keterkaitan aset alam, manusia, sosial, budaya, ekonomi, dan kelembagaan sebagai dasar aksi kolektif. Tahap Dream menghasilkan prioritas pengembangan yang realistis melalui analisis Low Hanging Fruit, sedangkan tahap Design menerjemahkan prioritas tersebut ke dalam perencanaan kawasan dan penguatan sirkulasi ekonomi lokal melalui Leaky Bucket Analysis. Tahap Define dan Destiny menghasilkan peningkatan partisipasi masyarakat, revitalisasi visual kawasan wisata, penguatan sirkulasi ekonomi melalui Bazar Panganan Ndeso, serta kolaborasi kelembagaan yang lebih kuat. Temuan ini memberikan bukti empiris awal bahwa ABCD berfungsi sebagai mekanisme operasional yang mampu mentransformasikan aset masyarakat menjadi prinsip-prinsip utama CBT. Penelitian ini berkontribusi menjembatani kesenjangan antara model konseptual ABCD-CBT dan implementasinya dalam pengembangan desa wisata berbasis masyarakat serta menawarkan kerangka yang dapat direplikasi pada revitalisasi desa wisata berkelanjutan.
