Efektivitas Program Penanganan Kerawanan Pangan dalam Perpektif Maqashid Syariah (Studi pada Dinas Ketahanan Pangan Kabupaten Tulungagung)

Abstract

Food insecurity remains a significant issue, particularly in terms of limited access to adequate and sufficient food. In response to this problem, the Food Security Agency of Tulungagung Regency has implemented the Food Insecurity Management Program to assist communities in food-insecure areas. However, the program still faces several challenges, including budget constraints, limited coverage of beneficiaries, and insufficient assistance for some recipients. This study aims to analyze the effectiveness of the Food Insecurity Management Program from the perspective of Maqashid Sharia at the Food Security Agency of Tulungagung Regency. This research employed a qualitative approach with a descriptive research design. Data were collected through interviews, observations, and documentation, and analyzed based on goal achievement, targeting accuracy, implementation, program benefits, and supporting and inhibiting factors. The findings indicate that the program has been implemented through the identification of target areas using the Food Security and Vulnerability Atlas (FSVA), coordination with the Social Affairs Office, and verification of prospective beneficiaries in collaboration with village governments. Nevertheless, the program has not achieved optimal effectiveness because budget constraints affect both the number of beneficiaries and the volume of assistance distributed. From the perspective of Maqashid Sharia, the program aligns with hifz al-nafs (protection of life) by supporting the fulfillment of basic food needs and hifz al-mal (protection of wealth) by helping reduce household expenditure burdens. Therefore, improving the program's effectiveness requires increased budgetary support, more accurate beneficiary data, and regular evaluations of the adequacy and benefits of assistance to promote greater public welfare and the realization of maslahah.
