Peran Pemerintah Desa Dalam Pelayanan Publik Melalui Penerapan SPBE Di Desa Panulisan Timur Kecamatan Dayeuhluhur Kabupaten Cilacap

Abstract

This research is motivated by the Role of Village Government in public services through the implementation of SPBE in Panulisan Timur Village, Dayeuhluhur District, Cilacap Regency, which has been implemented but has not been optimal with the problems found, namely weak regulations regarding SPBE, lack of socialization resulting in a lack of community participation, and lack of training for village officials resulting in obstacles in providing services through SPBE to the community. The purpose of this study is to determine how the Role of Village Government in Public Services through the implementation of SPBE in Panulisan Timur Village. This study uses a qualitative approach with a total of 9 informants. The data collection techniques are through structured interviews, participant observation and documentation. Based on the results of the study, it is known that the role of village government in public services through SPBE is not in accordance with the theory of the role of government in the public sector according to Jones in Mahsun (2013: 6). This can be seen from the 9 indicators, there are 3 indicators that have not been running optimally. The obstacles that occur include the lack of operational guidelines and technical guidelines that specifically regulate the implementation of SPBE. Then there is the lack of mass socialization to the village community, and the lack of special training that is evenly distributed and has not reached all village officials and communities that focus on the implementation of SPBE at the village level. To overcome these obstacles, the Village Government is expected to be able to compile and establish implementation instructions (juklak) and technical instructions (juknis) that specifically regulate the implementation of SPBE at the village level so that its implementation can run uniformly and effectively. Then the Village Government in providing Socialization is not only done to community institutions, but also to the general public so that they understand the benefits, objectives, and procedures for using electronic-based services provided by the village government. And the Village Government holds regular training and mentoring for all village officials and communities related to the use of SPBE services.
