Strategi Implementasi Kebijakan Dalam Meningkatkan Literasi Masyarakat Di Kabupaten Hulu Sungai Tengah

This study aims to analyze policy implementation strategies for improving community literacy in Hulu Sungai Tengah Regency and to identify the factors that support and hinder their implementation. This study employs a qualitative approach using a descriptive research design. The study was conducted in Hulu Sungai Tengah Regency, South Kalimantan Province, focusing on the Hulu Sungai Tengah Regency Library and Archives Office as well as various educational institutions and communities involved in the implementation of literacy programs. Research informants included local government officials, school librarians, library managers, reading ambassadors, and other literacy practitioners. Data were collected through interviews, observations, and documentation. The data were then analyzed through the stages of data reduction, data presentation, and drawing conclusions to obtain a comprehensive picture of the implementation of literacy policies in Hulu Sungai Tengah Regency. Research findings indicate that policy implementation strategies to improve community literacy in Hulu Sungai Tengah Regency are carried out through the development of school and village libraries, capacity building for librarians, the acquisition of collections and the expansion of library services, literacy outreach and education, social inclusion-based literacy activities, and the strengthening of the role of reading ambassadors and literacy competitions. The implementation of these policies is supported by the commitment of the local government, the involvement of schools and literacy communities, human resource capacity building, and various innovative literacy programs. The constraints still faced include limited human resources, budget constraints, inadequate facilities and infrastructure, low public interest in reading, and unequal access to literacy services. Based on the research findings, it can be concluded that the implementation of literacy policies in Hulu Sungai Tengah Regency has proceeded quite well and has had a positive impact on increasing community literacy activities. However, it is still necessary to strengthen resources, ensure equitable service distribution, and ensure program sustainability so that the goal of improving community literacy can be achieved more optimally.
