Abstract

The Free Nutritious Meals (MBG) program launched by the government in early 2025 is a strategic policy to fulfill the right to nutritious food and reduce stunting, in line with the spirit of the Fifth Principle of Pancasila on social justice for all Indonesian people. However, its implementation has given rise to intense pros and cons on social media, encompassing appreciation for the program's benefits as well as criticism regarding food quality and safety, distribution inequality, budget transparency, and targeting accuracy. This study aims to analyze the representation of pro and con discourse on MBG on social media and to interpret its connection with the value of social justice of the Fifth Principle, particularly through the indicators of equitable benefit distribution, targeting accuracy, protection of vulnerable groups, and fairness in resource allocation. The method used is descriptive qualitative with content analysis techniques on purposively selected social media content (videos, images, text, and comments), complemented by triangulation with secondary sources in the form of journals and official documents. The results show that positive sentiment tends to dominate through narratives of nutritional benefits, employment opportunities, and social inclusion, while criticism focuses on health risks, service sustainability, and the use of public budgets. These two discursive poles reflect the dialectic between the ideal of social justice and the reality of policy implementation. In conclusion, the success of MBG in realizing social justice cannot be measured merely by the number of beneficiaries or budget absorption, but by the program's ability to deliver benefits that are equitable, high-quality, transparent, and sustainable. Social media serves as a participatory public space that can strengthen oversight and policy improvement.
