Abstract

This study aims to analyze the implementation of tiered interprofessional collaboration between Guidance and Counseling (BK) teachers and the Student Affairs Department, as well as to examine it from the perspective of the Code of Ethics for Guidance and Counseling at Prayatna High School Medan. This study employs a qualitative approach using a descriptive method. Data collection was conducted through in-depth interviews with guidance and counseling teachers and the distribution of a Guttman-scale questionnaire online via Google Forms to 30 students, primarily from the 11th grade. The data were analyzed using the Miles and Huberman interactive model, which includes data reduction, data presentation, and drawing conclusions and verification. The results of the study indicate that the handling of student issues particularly cases of absenteeism and conflicts among peers follows a structured, tiered process, beginning with subject teachers subject teachers, homeroom teachers, guidance counselors, and the Student Affairs Office, in accordance with the limits of their respective authorities and without any overlap of roles. The handling of sensitive cases is conducted confidentially in a dedicated room to protect student privacy and is supported by the separation of general disciplinary data from personal counseling data in accordance with the need-to-know principle and the ABKIN Code of Ethics. The school implements educational sanctions without physical violence, and the decision to terminate a student’s enrollment rests solely with the Student Affairs Office if the student resists counseling. Ethical compliance and the clarity of this process were confirmed by the results of a student survey, with an approval rate of 93.3% (28 students) who felt safe, understood the handling procedures, and believed that the confidentiality of their issues was maintained in the guidance counseling room. Tiered collaboration that adheres to the code of ethics can create effective guidance services, free from the stigma of school police, and foster trust among students.
