Abdullah Azwar Anas is known as a transformational leader who successfully implemented significant changes in Banyuwangi Regency. His leadership was characterized by an approach focused on public service and improving the performance of government officials. During Anas's tenure, Banyuwangi experienced progress in various fields such as tourism, the economy, education, and health. He successfully motivated civil servants to perform optimally and brought about positive changes that directly impacted the community's well-being. This study explores the service-oriented approach of Abdullah Azwar Anas's leadership, which plays a role in strengthening the relationship between local government and the community. This study analyzes servant leadership in the context of public administration in Indonesia, focusing on Abdullah Azwar Anas, the former Mayor of Surabaya, whose methods demonstrate how leaders can bridge the gap between government and the community. This study demonstrates that a transformational leadership style that prioritizes service and active community participation has successfully increased public trust and encouraged inclusive and sustainable development. The results of this study emphasize the importance of community-focused leadership as an effective model in local governance to strengthen the bond between government and citizens and improve the quality of governance.
