Abstract

User compliance in returning collections is an important indicator in maintaining the smooth operation of circulation services and the availability of library collections. This study aims to analyze the factors that influence compliance with returning collections at the Soeman HS Library. The study uses a descriptive qualitative approach with data collection through interviews, observations, and documentation of seven informants, consisting of active library users and circulation librarians. The results show that compliance is influenced by understanding of the rules, individual attitudes and awareness, the quality of circulation services, and the application of sanctions in the form of suspensions. The attitudes and awareness of library users are proven to be the most dominant determinants of collection return behavior. Delays in returns often arise due to internal factors, such as forgetfulness and busyness, as well as external factors, such as sanctions that are not yet fully effective. This study emphasizes the importance of an integrated strategy consisting of increased education, effective service communication, and strengthening user awareness. These findings can be used as evaluation material for library managers to improve the effectiveness of circulation services and build a better culture of compliance in returning collections.
