The crime of terrorism is an extraordinary crime that has a multidimensional impact, not only causing material loss, but also causing prolonged psychological trauma to the victims. Material loss, but also causes prolonged psychological trauma for its victims. In the practice of law enforcement in Indonesia, the orientation of criminal law policy is still perpetrator-centric. Criminal law policy is still perpetrator-centric, so that the aspects of protection and fulfilment of victims' rights are often neglected. This research. This research aims to analyse the reconstruction of the state's role in guaranteeing the rights of victims of terrorism through the perspective of victimology as a branch of criminology. Victimology as a branch of criminology that focuses on the position and role of victims in the criminal justice system. This study examines juridical conception of victims, forms of reparation guaranteed in national legal instruments, as well as the implementation of post-terrorism rehabilitation policy implemented by the state.
